The best way to get a detailed answer would be browse the forum, there are many topics going into details about how SFS works. The FAQ is a good place to start: https://www.stopforumspam.com/faq
At risk of sounding rude here, but :

dzyn>>there may be legitimate users who want to promote or establish their brand online

Unless a forum specifically permits advertising, or promoting some product, or unless you get specific permission to post your advertisements on a forum, then it usually is considered spam.
Mots forums only permit 1 user account, 1 registration, making multiple registrations, with the intent of promoting some
brand or product is spam.
------ edit---editing------- I have more to say here, but it will take a while-----

dzyn>if a user creates accounts on n number of forums in a day will you mark it spam ?

We do not decide what is spam, and what to submit as spam, that has been posted on other forums or sites, most forums
and sites have very clear rules, you should read before posting any thing, they also decide if it is considered spam or not, then they decide if they want to submit it here.
For example :Rules, Read before posting
Is what I use, on a different forum, not affiliated with this forum here.
Here at Stop Forum Spam we have rules as well:
https://www.stopforumspam.com/forum/mis … tion=rules

Do not sign up using a Hotmail, Outlook, AOL email address. They delete our forum signup emails.

Do NOT signup from an email that sends us a verification email back, we don't get them and will ignore ALL requests (SpamArrest etc)

Because this is the last place you would expect to find spam or commercial advertising as part of our members profile and posts, the following guidelines are in effect.

We will not permit signature links, website fields or usernames that contain:
• Linking to any form of pornography.
• Any "SEO" type forum or website.
• Any type of "hacking" website.
• Any website or forum that is commercial in nature (selling a product or service).

DO NOT REGISTER AN ACCOUNT USERNAME THAT REPRESENTS A DOMAIN

More details regarding the above here and your acceptance and subsequent registration indicates you have read, understood and will abide by these terms. Failure to comply with these policies will result in your account terminated and your data entered into the spam database.

If the flavour of your website is to sell or promote a product or service, is "SEO" in nature, includes hacking and related agenda, or is of "adult nature", DO NOT link to it unless otherwise previously requested to do so by a member of the SFS team for support reasons.

Posting links, backlinks, SEO or anything else dubious or illegal, in signatures or posts, will result in your account being banned and your details entered into the database. If in doubt, just don't do it. Harsh? Perhaps but this is the last forum in the world that will tolerate forum spam smile

So yes, if you posted some advertisement promoting a product , here on this forum, you would be added to the data base, and listed as a spammer,... not very complicated or difficult to understand.
A clear sign , that indicates it is a spammer is because they are all ways to ignorant to bother reading forum rules and guidelines, before they start trying to to promote or establish their brand on line.
If you have a product or brand you wish to promote, then the smart thing to do is start your own website/forum, where you can promote, and discuss the product with interested clients, customers etc.  If people are looking for that kind of product, or particular brand , they will find the site when they do searches.
Trying to use other peoples websites and forums to promote your brand, or anything is usually considered to be spam, by those sites the spammers abuse.
Most forums and websites do consider anything that is promoting some brand, or another website/forum spam, and will remove it.
Some submit it to the data base here, or other data bases as well.
One site I know of, that does allow members/users  to promote their website/forum is this :
https://forumpromotion.net/forum/
They do NOT permit multiple registrations, and have rules , just like any other site does, there may be other sites that permit
promoting your "brand" or a website / forum related to that brand, you can use a search engine to look for some,..

Iff they "promote or establish their brand" using their own resources are they "legitimate users".

If they "promote or establish their brand" using other people's resources, they're spammers.

Not a proposition from Wittgenstein.
