First TLD bans

I've taken no enjoyment (OK, maybe just a tiny bit) in doing this and this is the first TLD level ban in the several years of operation but I've now configured the API to report "blacklisted" for the following TLDs

.xyz
.top

You can bypass email/domain blacklisting by putting &nobademail as an API query if you want the spam spewing from these TLDs
