Untraceable IPs
This might be a stupid question but... I have noticed a significant number of spammers with I black ? where their IP country flag would normally be. I have also tried to search for some from my forum and come up with "Unknown". I thought IPs where officially allocated by a world wide organization. How can there be IPs with no country associated with them?

The black flag just means the country of origin could not be determined. IP blocks can be allocated in no particular order so there's no good way to determine where they're from just by looking at them. I'm using MaxMind's GeoLite country data (free version) as the basis for my country lookup database, and it only promises a 99.3% accuracy.
