Many Reports with WP-BVI -> Criminal activity

I've noticed a large number of reports with the same evidence:

WP-BVI -> Hacker tried to access forbidden folders in WP! - Criminal activity

Usernames and email addresses seem to be randomly generated by the reporter. At the very least, it is highly unlikely that users trying to access forbidden folders will register first. Also many of these reports affect residential IP ranges (this could be correct, however).
