We will not remove any listing for IP addresses listed on proxad/Iiard

In the removal request form we are getting the following error message:

> Sorry, errors were found in the information provided
> We will not remove any listing for IP addresses listed on proxad/Iiard (France)

My google skills are failing me in the task of finding what "proxad/Iiard (France)" is and how to request a review.
Can you help>

Try separate searches for "proxad" and "iiard" (without the quotes).

I think it's a general notice that everyone sees on that page. It probably doesn't apply to you (unless you happen to be in France).

The important part is probably the part that's not in red text...
