Spam out of Iran?

I run a SMF board that's currently very small (as in <20 members).  I have both captcha and email confirmation on my registration and thus far haven't had any problem with spambots registering *knock wood*.  A few days ago, though, I had a new registration.  It didn't follow my username conventions (the board is an rpg and people should register using their character's name).  I was curious and ran the IP through dnstools.com, which traced it to Iran, which only made me more curious.  I've had to block one German ISP (netdirekt) and pretty much the entire Ukraine so far, and will block Chinese, Indian, Russian, and other spam-heavy countries in a hot second.  But ... Iran?  I don't want to punt the poor guy if he's just some innocent soul with ESL reading skills, but it's weird.  Has anybody encountered spammers coming out of Iran?

ok sorry, the tune was stuck in my head.

I get a lot of China and India.. no IRAN here.

I've has a lot of Iranian lurkers since I went to vBulletin years ago.  None have ever spammed.

In the Middle East, there's really no spam havens, but it seems like I get more than a smattering from Egypt, Jordan, and especially Israel.  Why Israel?  IMHO, it's Russian immigrants and Gilat satellite IPs servicing Nigeria.
