Should I block user agents and ip's in .htaccess or should I block ip's on ban list. And I know I should block users using banlist.

Up to you I guess. I would think that if your .htaccess file filled up with "deny from" rules though it could impact apache's performance, depending on things. I would clear them out regularly.
